Tax Clearance Fee: NANS gives Osun Revenue Service 7-Day ultimatum over alleged extortion

The National Association of Nigerian Students, Southwest Zone D, has given the Osun State Internal Revenue Service a seven-day ultimatum to address alleged extortion of students in state-owned tertiary institutions.

In a joint statement on Tuesday by its Zonal Coordinator, Comrade Adeyemo Kayode, and Assistant General Secretary, Comrade Abubakar Musefiu, NANS alleged that students were being compelled to pay between N8,000 and N10,000 for tax clearance despite providing evidence of their parents’ tax compliance.

The student body said its findings corroborated an earlier petition submitted to the revenue service by the NANS Joint Campus Council, Osun Chapter, on October 8.

According to NANS, some students claimed that their registration was stalled pending verification of parental tax records, but they were able to proceed immediately after making a fresh payment.

The association said if established, such practice would amount to exploitation linked to academic deadlines.

It called on the Acting Chairman of OIRS, Alhaji Solanke Hamzat, to disclose the legal framework for the charges, the approved rates, categories of persons liable, and why fresh payments were being demanded from those with proof of compliance.

Pending clarification, “NANS directed affected students to suspend payment of the disputed charges only, noting that tuition and other undisputed fees were not affected. It urged institutions and OIRS to ensure that students with complaints do not lose their admission, registration or examination eligibility.”

The association also advised students to keep receipts, demand notices and portal screenshots and submit them through their Students’ Union leadership to the JCC for collation.

“It demanded disclosure of applicable revenue laws and rates, breakdown of collections by institution and session, resolution of pending verifications, reconciliation of records and refund of any duplicate or unauthorised payments, and written assurance against victimisation of complainants.”

NANS warned that officials or agents found facilitating duplicate payments would be named in petitions to relevant authorities and threatened to picket OIRS offices if the ultimatum, which ends October 27, 2026, lapses without action.

It called on Governor Ademola Adeleke, the Osun State House of Assembly and relevant oversight agencies to intervene.
