The House of Representatives Public Accounts Committee has threatened to issue arrest warrants against the Rector of the Federal Polytechnic, Ede, Engr. Dr. Sani Man Yahaya, and the Bursar, Aishat Shade Adebayo, over unresolved audit queries and alleged financial irregularities.
Chairman of the Committee, Rep. Bamidele Salam, disclosed this on Friday after adopting a technical sub-committee report that reviewed responses by six tertiary institutions to queries raised by the Office of the Auditor-General for the Federation.
Salam said the decision followed outstanding issues in the polytechnic’s 2021 audit report, findings from the Committee’s South-West oversight visit and petitions received against the management.
According to him, the Committee was displeased that the Rector and Bursar had repeatedly ignored its invitations, warning that if they fail to appear on Monday, October 19, 2026, it will invoke its constitutional powers to compel their attendance.
“The officials are expected to respond to three queries in the 2021 report bordering on unretired cash advances, engagement of an external solicitor without approval of the Attorney-General of the Federation and foreign trips without approval from the Head of Service, as well as the late submission of audited accounts for 2022, 2023 and 2024,” he stated.
The Committee also queried a huge variance in the 2023 overhead expenditure, where N110.2 million was appropriated but N882.5 million was spent, indicating about N772 million excess spending, and a slack of about N268.5 million in personnel cost where N2.862 billion was budgeted but N2.593 billion was spent.
It further flagged the failure to remit one per cent of personnel emoluments to the Nigeria Social Insurance Trust Fund from 2023 to 2025 and the non-release of procurement records on capital and TETFund projects.
According to the Committee, its inspection team discovered poor project execution at the permanent site, including a lecture theatre entrance whose concrete flooring was so weak it could be broken with hands and feet, with work allegedly not commensurate with payments made to contractors.
The Committee also raised concern over N20.5 million pension deductions yet to be credited to staff Retirement Savings Accounts by Stanbic IBTC Pension and Access Pension due to inaccurate employee data, warning that the delay could deprive staff of accrued interest.
